Minutes of the Central Committee of the Libertarian Party of Maryland — Saturday, 18 July 2020
Opening: The Libertarian State Central Committee of Maryland met on the grounds of Dave Sten’s home in North East, Maryland. The Agenda and Treasurer’s report were distributed. The meeting was called to order at 4:44 pm by chairman Bob Johnston.
Attendance: the Credentials Committee consisted of: Robert Glaser; Stuart Simms; and Dean Ahmad. It validated that 29 Central Committee members were in attendance for the meeting. No proxies were represented. The Central Committee rolls consist of 54 members.
Minutes: The minutes of the 15 March 2020 Central Committee meeting were accepted as submitted.
Chair’s Report: Bob Johnston thanked Dave and René for hosting the picnic; he reports that we have 123 members and 13,900 registrations. We settled a lawsuit against the BoE to accept 5,000 petition signatures by Aug. 3; we have 4,700 on hand, need about another 1,800. We have 8 U.S. House seats and some Balto. City and Cecil county offices up for election. Has formed a PAC and are $200 away from the maximum $2800; more received immediately.
Susan Hogarth, incoming LNC regional rep: traveled from NC, discussed the Orlando convention.
Treasurer’s report: was accepted as submitted by Michael Linder.
Dan Fishman (LP Director): entreats us to email 10 friends to sign our petition. We now have over 20,000 national members. Promotes National lifetime membership, presented David Lasher with a lifetime pin; David Lasher, Jim Lark, and Dan Fishman donated funds to make Bob Johnston a lifetime member also.
Constitutional Amendment:
Append the following sentence to V6B: “A written petition of twenty percent or more of the members of the State Central Committee may call a meeting of the State Central Committee for a specific stated purpose.” This was approved at the last CC meeting and this vote is up or down for final adoption. The Investigating Committee reports: We support proposed amendment provided it be amended to read: “A written petition of twenty percent or more of the members of the State Central Committee as of the close of the previous Central Committee meeting may call a meeting of the State Central Committee for a specific stated purpose.” Reason: The added phrase will avoid disagreements over the number of signatures needed or the eligibility of signers in a prudent manner. Approved on a voice vote.
Presidential Electors: The following 10 were nominated as Presidential Electors committed to Jo Jorgensen: Eric Blitz, Doug Stanley, Kyle Wagner, Muir Boda, Dean Ahmad, Brian Krahling, Chris Gannon, Robert Glaser, Phil Dassing, and Paul Eads; approved on a voice vote without dissent.
Proposed Constitutional Amendment: In V6B, replace : “A written petition of twenty percent or more of the members of the State Central Committee may call a meeting of the State Central Committee for a specific stated purpose.” with “A written petition of twenty percent or more of the members of the State Central Committee as of the close of the previous Central Committee meeting may call a meeting of the State Central Committee for a specific stated purpose.” Approved unanimously on a voice vote. The Investigating Committee is Bob Johnston, Dean Ahmad, Eric Blitz, David Dull, and Brian Krahling.
Chris Gannon presented two alienated parents resolutions: #1 The Maryland Libertarian Party condemns inappropriate governmental interference in parental custody including but not limited to incentivizing unreasonable child support orders via Title IV-D funding and parental alienation without due process. #2 Libertarians stand with wrongfully alienated parents advocating for their inalienable right to equal shared parenting. Both passed unanimously on a voice vote.
David Dull on Orlando Convention: There was discord and division at the beginning, but solidarity at the end; Alex Merced respected all. There were 11 MdLP delegates present in Orlando. Presented Dean Ahmad with a retired Maryland stanchion from the national convention.
Nominations for Public Office: Leo Dymowski for Circuit Court judge in Baltimore county; approved on a voice vote.
Phil Dassing: expresses thanks for help in Orlando.
James Lark, outgoing LNC regional rep: Dr. Lark was disgusted at ugliness he viewed from Orlando; we need the highest standards of intellectual honesty, sees dishonesty on social media; we must treat people right, with respect. Our liberties are vanishing at a great rate, we can’t afford to let silly things come between us. Bob Johnston nominates James Lark for lifetime MdLP membership; approved.

Minutes of the Central Committee of the Libertarian Party of Maryland — Sunday, 15 March 2020
Opening: The Libertarian State Central Committee of Maryland met at the Cambria Hotel Arundel Mills/BWI in Hanover, Maryland. The meeting was called to order at 2:34 pm by chairman Bob Johnston.
Attendance: the Credentials Committee consisted of: Robert Glaser; Stuart Simms; and Dean Ahmad. It validated that 33 Central Committee members were in attendance for the meeting. One proxy was represented. The Central Committee rolls consist of 52 members.
Minutes: The minutes of the 10 August 2019 Central Committee meeting were accepted as submitted.
Chair’s Report: Bob Johnston thanks Stu Simms and Krystal Woodworth for putting on this convention. He welcomes Tyler Harris, Executive Director Dan Fishman, and LNC representative Dr. Lark. It was agreed without objection to: nominate delegates as a slate if we have exactly 20 nominees; and to allow Dr. Lark to act as parliamentarian. The modified agenda was agreed upon unanimously. We have 112 members and 17,931 registered voters. The MdLP lost the federal lawsuit over petition requirements. We thank the national party for providing $15k and David Lasher for donating $10k towards the petition, with $5k coming from the MdLP. Once we get back on the ballot, we will have the Presidential and U.S. House candidates, plus elections in Baltimore City and Cecil County. We will have a tight timeline nominating candidates after hopefully regaining ballot access. We are having success with some of our local groups. He thanks Michael Linder who is stepping down as Treasurer after ten years.
Platform Committee’s report: The committee recommended no change to the State Platform.
Treasurer’s report: was accepted as amended by Michael Linder.
Constitutional Amendment:
V5D append: “The Treasurer is authorized to expend funds as directed in a budget approved by the Executive Board or by a separate resolution of the Executive Board.” V5F, replace “Any action” with “The Executive Board shall authorize the expenditure of Party funds by adopting a budget, which shall be published to the members of the Central Committee by email 10 days prior to its adoption, or by separate resolution. Except for the funds already expended, any action”. Remove all references to the Finance Committee. The vote passes unanimously on a voice vote.
Delegates to the National Convention: Alex Schlegel, Arvin Vohra, Bob Johnston, Chris Gannon, Chris Wallace, Clif Keller, David Dull, David Griggs, David Lashar, Dean Ahmad, Ed Fochler, Eric Blitz, Jared Schneiderman, Jordan Appler, Kyle O’Donnell, Lorenzo Gaztanaga, Matt Beers, Michael Downs, Michael Linder, Paul Eads, Phil Dassing, Rose Mooney, Stu Simms, Susan Gaztanaga, Tim Miller, and Tim Mooney were nominated as delegates. Ballots were printed and distributed. After the first ballot David Griggs withdrew; after a total of five ballots successively removing the candidate with the fewest votes each time, the following were voted in as delegates: Bob Johnston, Phil Dassing, David Dull, Dean Ahmad, Chris Wallace, Stu Simms, Eric Blitz, Susan Gaztanaga, Jared Schneiderman, Tim Miller, Lorenzo Gaztanaga, Alex Schlegel, Clif Keller, Michael Downs, David Lashar, Chris Gannon, Michael Linder, Matt Beers, Tim Mooney, and Jordan Appler. We are allotted 20 delegates plus 50 alternates.
LNC Representative Dr. Lark: “We live in interesting times.” Questions about coronavirus interference with meetings and national convention; unknown, looking into contingencies and bylaws. Compared to Europe, the U.S. is still the bastion of liberty, but there are a number of young self-identified libertarians. He invites contact at email hidden; JavaScript is required. Questions about court cases nationally about coronavirus impacting petition gathering: Dan Fishman replied that National is looking into this on a state-by-state basis; report voter reticence at LP.org/report (Ballot Access Problem Hotline).
Presidential Candidates: five minutes was provided during the vote count for each of the candidates and others who purchased table space to speak during a rules suspension.
Officer Elections: Robert S. Johnston III was nominated for Chairman; elected unanimously on a voice vote. The following were nominated as officers: Michael Linder, Eric Blitz, Stuart Simms, Krystal Woodworth, David Dull, Phil Dassing, and Robert Glaser. David Dull withdrew, leaving six candidates for six positions. It was agreed to vote as a slate, which was elected unanimously on a voice vote.
Eric Blitz serves as Secretary while Robert Glaser works on ballot tabulation.
Bylaws change: Motion made by Bob Johnston to Amend the Bylaw on Delegates to the National Convention to change the words “smaller than” to “less than or equal to”; passed unanimously on a voice vote.
Proposed Constitutional Amendment: Motion by Dean Ahmad proposing a constitutional amendment, to amend Article V, Section 6 Subsection B, to provide a mechanism by which 10% of the members of the State Central Committee could submit a petition to call for a meeting of the State Central Committee. After debate, an amendment to the motion was accepted by Dr. Ahmad and the following motion was made: Append the following sentence to V6B: “A written petition of twenty percent or more of the members of the State Central Committee may call a meeting of the State Central Committee for a specific stated purpose.” The motion passed unanimously by voice vote and the motion was referred to an investigating committee pursuant to Article X, Section 1, Subsection B. The following members of the State Central Committee were appointed to the investigating committee: Bob Johnston, Dean Ahmad, Eric Blitz, David Dull, and Brian Krahling.

Opening: The Libertarian State Central Committee of Maryland met on the grounds of Dave Sten’s home in North East, Maryland. The Treasurer’s report was distributed. The meeting was called to order at 4:42 pm by chairman Bob Johnston.
Attendance: the Credentials Committee consisted of: Robert Glaser; Scott Spencer; and Dean Ahmad. It validated that 15 Central Committee members were in attendance for the meeting. No proxies were represented. The Central Committee rolls consist of 36 members.
Minutes: The minutes of the 28 April 2019 Central Committee meeting were accepted as submitted.
Treasurer’s report: was accepted as submitted by Michael Linder.
Chair’s Report: Bob Johnston thanked Dave and René for hosting the picnic; he reports that we have 88 members. The federal lawsuit was thrown out and we filed an appeal with the U.S. Court of Appeals, which is not expected to be heard until next year. We need 10,000 petition signatures by the first Monday in August 2020. We’re going to hire a paid petitioner. The 2020 national convention is on Memorial Day weekend, rooms are being booked now. We’ll have about 22 delegates to be determined at our spring convention. In 2020 Maryland will have 8 U.S. House seats and some Balto. City offices up for election and we will be looking for nominations for those offices.
James Lark, LNC regional rep: Dr. Lark first paused to remember Bill Buzzell. Financially, National is still treading water. Several are interested in the presidential race. The courts are not helping us with ballot access, it takes from $250,000 to $500,000 just to get our candidates on the ballot. He offers to help us with petitioning and provides jwLark*virginia.edu for help. Q&A followed.
Constitutional Amendments:
#1 replace the word “Program” with “Platform” in all appearances (14 occurrences: V7A, V7A3, V7A3, V7A3, V7A3, V8, V8A, V8A, V8B, V8B, V8C, V8C, V8C, V8C). This was approved at the last CC meeting, was recommended by the Investigating Committee, and this vote is up or down for final adoption. Approved unanimously on a voice vote.
#2 Change the sentence in VII1 “At the time of filing, and continuously through the date of the corresponding General Election, all candidates of the Maryland Libertarian Party to public office must be registered Libertarian as defined in the qualification for Central Committee membership stated in Article IV, Section 2.” to “At the time of filing, and continuously through the date of the corresponding General Election, excepting judicial nominations, all candidates of the Maryland Libertarian Party to public office must be registered Libertarian as defined in the qualification for Central Committee membership stated in Article IV, Section 2.” This was approved at the last CC meeting, was recommended by the Investigating Committee, and this vote is up or down for final adoption. Approved on a voice vote.
Proposed Constitutional Amendment:
(Eric Blitz/Dean Ahmad): Several sections regarding Treasurer’s duties, a budget, and an elected Finance Committee. Robert Glaser offered an amendment to the proposal to instead have the Finance Committee appointed by the Executive Board: vote 6 Yes, 6 No; the amendment fails. David Dull/Krystal Woodworth offered an amendment to the proposal to instead eliminate the Finance Committee plus provide 10-day notification of CC members of any budget changes: approved unanimously on a voice vote.

Opening: The Libertarian State Central Committee of Maryland met at the Laurienzo Brick Oven Cafe in Mount Airy, Maryland. The meeting was called to order at 2:41 pm by chairman Bob Johnston.
Attendance: the Credentials Committee consisted of: Robert Glaser; Stuart Simms; and Dean Ahmad. It validated that 19 Central Committee members were in attendance for the meeting. No proxies were represented. The Central Committee rolls consist of 35 members.
Minutes: The minutes of the 18 August 2018 Central Committee meeting were accepted as submitted.
Treasurer’s report: was accepted as submitted by Michael Linder.
Chair’s Report: Bob Johnston welcomes LNC representatives Dr. Lark and Joe Bishop-Henchman. He reports that Michael White passed away this week. We have 88 members. We had 22,483 registered voters at the time of de-certification by the BoE. The MdLP is suing the state of Md. over the petition requirement; Eric Blitz explained. If the lawsuit fails we must collect 10,000 petition signatures. The 2020 election is for President, Congress, and partisan seats in Baltimore City. We have electoral muscle in that in a number of instances Libertarians received more votes than the difference between the winner and second-place finisher.
LNC Representative Dr. Lark: At the national level, the LP is sort of skating along; things are okay, we are recovering from some budgetary problems. We have a new executive director, Dan Fishman. Party membership in 2014 was 14,260; now it is 14,271. Next year is going to be extremely challenging for us election-wise. The great frontier for recruiting young prospects is in the high schools. Program Committee’s report: The committee recommended one change to the State Program: Under State Government, change the fifth bullet point from “End exclusionary ballot access laws to foster a strong and vibrant democratic process.” to “End exclusionary ballot access laws and encourage ranked choice voting to foster a strong and vibrant democratic process.” Approved unanimously on a voice vote.

Opening: The Libertarian State Central Committee of Maryland met at the home of David Sten, in North East, Maryland. The meeting was called to order at 4:24 pm by chairman Bob Johnston.
Attendance: the Credentials Committee consisted of: Scott Spencer, Stuart Simms, and I. Dean Ahmad. It validated that 22 Central Committee members were in attendance for the meeting. No proxies were represented. The Central Committee rolls consist of 49 members.
Minutes: The minutes of the 3/10/2018 and 6/7/2018 Central Committee meetings were accepted as submitted, without objection.
Treasurer’s Report: Michael Linder delivered the Treasurer’s Report, which was accepted as corrected. The correction was the deletion of a duplicate “8” to the left of the decimal in the total balance. The corrected total balance was $8,268.88.
Eric Blitz asked the Treasurer whether we had a deficit or surplus from the convention. The Treasurer confirms that we lost money on the event.
Chairman reminded candidates that they could receive matching funds from the state party for campaign expenses.
Chair’s Report: Bob Johnston reports that we have 111 members. We have 21,404 registered voters as of July, which is a little over 1,000 more than this point last year. We now have 0.54% of registered voters. Since we’re still short of 1% of registered voters, we need Shawn Quinn to get at least 1% of the votes in the general election to maintain ballot access.
In Pennsylvania, Steve Scheetz and another candidate had their ballot access signatures challenged by the Republican Party, and were forced to drop out of the race, due to insufficient time and funds to fight the challenge.
In Virginia, it was estimated by LNC Representative Dr. James Lark that candidates faced $15,000 to $20,000 each for ballot access.
We have 20 candidates, including a full slate of candidates for federal office again. The chairman stated that the candidate for Prince Georges County Circuit Court Judge was nominated incorrectly, because the candidate is a registered Democrat. However, this is for a non-partisan race.
The chairman reported that former Libertarian candidate for President, Gary Johnson, is running for US Senate in New Mexico.
LNC Representative: Dr. Jim Lark spoke about his recent trip to Krakow, Poland. He spoke about the successful national convention the previous month.
Chairman Johnston asked about the LNC finances. Dr. Lark replied that, because of the “tremendous year” in 2016, we had built some ambitious programs, but we’re not where we’d like to be. We have an “okay” reserve, but are “not in great shape, by any means”. He finds nothing on the horizon that could put us in a bad situation, and is optimistic about Gary Johnson’s race in Arizona.
The Chairman talked about regular meetings of several county groups.
David Dull asked about Larry Sharpe’s campaign for Governor of New York. Dr. Lark replied that Mr. Sharpe is doing better than candidates in New York have in the past. He believes that Mr. Sharpe is likely to retain ballot access for New York, with upwards of 50,000 votes.
New Business: Chairman Johnston asked Dean Ahmad to chair the meeting temporarily.
Bob Johnston moved that the Maryland Libertarian Party endorse the organization “We Do Better”. The founder also was involved in starting PANDA (People Against the NDAA). The organization identifies nonprofits that provide social services better than does the government. They lobby state governments to create tax credits for funds donated to these non-profit organizations. The Georgia LP has already endorsed the organization.
Mr. Linder asked if there was any bill that was already being proposed in Maryland, but it appears that there is not.
Ms. Woodell asked if this would create any further obligation to support them or a future proposed bill. There would not. It would simply allow them to put on their website that they have been endorsed by the Maryland Libertarian Party.
Motion passed by voice vote, and Mr. Ahmad handed the gavel back to Chairman Johnston.
Mr. Linder asked if there was a planned election night party. Shawn Quinn said that he’s working on one.
Announcements: Mr. Lashar is streaming live at 8 pm tonight.
Baltimore Libertarian Group will have a table at the Essex Day Festival.
Doug Stanley is having a Water’s Edge event in the future, date TBA.
Mr. Pepino reported an attempt to get into the Severn Multicultural Festival next weekend.
Mr. Randers-Pearson has Jenica Martin signs in his trunk if anyone wants one. He will be at a Maryland Cannibis event on August 30.
Shawn Quinn reported that we are 80 days from the election, and encouraged everyone to continue fighting. He talked about his work on the election, and about successes he’s had.
Mr. Lashar said that he’s finding it when individuals “Like” a campaign page on Facebook, because it helps with optics and metrics. He’ll be on WYPR Mid-day on September 23.
Krystal Woodworth said that there’d be a town hall on September 15 for Jenica Martin and Shawn Quinn at the Kent Island Public Library in Queen Anne’s County.
David Dull spoke about social media, suggesting that it helps when there are likes on “boosted” posts. He’s trying to compile a list of group and candidate pages, to coordinate people “Liking” these pages’ posts.
Stu Simms said that we’re looking at April 6, in Frederick, for the next State Convention.

Chair’s Report: Bob Johnston reports that we have 110 members. We have 21,040 registered voters, and are just over halfway to the 1% threshold. Looking for more county and regional groups. Chelsey Snyder is working on a new website, rolling it out in two weeks. Has asked Lorenzo Gaztañaga as spokesperson to promote the MdLP candidates. We have 7 of 9 federal candidates on the ballot with two more to be voted on today, plus local and state candidates. Asks for us to contribute to our candidates’ campaigns. We are on the map and the D’s and the R’s know it.
Program Committee’s report: The committee recommended no change to the State Program.

Resolution: Ben Krause proposed a resolution which was divided and amended into two parts: (1) to restrict the Board on behalf of the Central Committee from contributing to Arvin Vohra’s senatorial campaign, passes 17-9; and (2) The MdLP regrets the comments made by Mr. Arvin Vohra, the U.S. Senate candidate – passes on a voice vote.

Chair’s Report: Bob Johnston thanked Dave and René for hosting the picnic; he reports that we have 124 members and 20,446 registered voters as of 7/31/2017 – just over 0.5%. Need 1% in the gubernatorial election to maintain ballot access. We have five nominated candidates presently. We have until July 2, 2018 to get candidates on the ballot. Goal is to run a full slate of candidates for federal office and also some local races. The 2018 General Assembly starts in January, contact Eric Blitz about legislation. Baltimore City is in play for the 2020 LP National Convention.
James Lark, LNC regional rep: Had LNC meeting last week. Took questions: still assisting international libertarian groups; fundraising is okay.

Chair’s Report: Bob Johnston reports that we have 136 members. We have 20,162 registered voters as of 3/31/2017, and are a little over halfway to the 1% threshold. The LP now has more legitimacy than we’ve had before, great time to be part of it. Would like to run a full slate of Congressional candidates, state Senate too; looking for candidates.
Vice-Chair’s Report: We returned to the legislature, was a difficult year as everyone is gearing up for the partisan governor’s race. Worked very hard on a number of bills. Tim Sutton worked on bail reform (monetary bail), beat the bail industry’s bill working with other partners. Gun legislation: gun free zones on college campuses. Ballot access bill: formed a coalition to pass the bill we’ve sought for the past three years (10,000 registrations instead of 1%); got endorsements; R/D’s still see no reason to help us, but was close. Second year in a row worked on police rights (open government) bill; pared away into nothing, might get summer study. Testified on marijuana legalization bills. Lot of other bills worked on.
Jim Lark, LNC regional rep: It is only a group of friends that would entice him to drive through DC traffic to get here. Took questions on LNC activities, some electoral successes. Thanks Scott Spencer for his LNC work.
Program Committee’s report: The committee recommended no changes to the State Program.
Constitutional Amendment: (to be voted up or down) Replace section V4B with the following:
B. Election of the Chairman and Executive Board: At the regular spring meeting of the State Central Committee, a separate vote shall be held for the Chairman and the remaining members of the Executive Board. The vote for the Chairman shall be held first. Nominations for Chairman and Executive Board membership can be made by any Central Committee member, including the person seeking the office. The Chairman and members of the Executive Board shall be elected to one year terms. Votes shall be cast by the Transferable Ballot Method of Proportional Representation as shall be described in the bylaws. The Executive Board shall take office simultaneously and immediately at the conclusion of the Central Committee meeting, and assign offices among themselves as required by Section 4-A of Article V. If the period of nomination for Executive Board members has closed, and the number of candidates is equal to or lesser than the number of vacancies, all candidates may be elected as a slate by majority vote, with two-thirds approval of the assembly.
The Investigating Committee for this proposal is Chelsey Snyder, Bob Johnston, Stuart Simms, Dean Ahmad, and Robert Glaser; it unanimously recommends a vote FOR the amendment.

The above algorithm takes precedence, however the following textual description is provided as an explanation:
The Threshold for election into office is the number of total ballots cast (B) times the number of offices being filled (N) all divided by the number of offices plus one.
The First Ballot:
All those eligible to vote shall cast their ballot as a list of desired candidates, starting with the most preferred. NOTA may be included.
Ballot 1, Count 1:
The highest unelected and not eliminated candidate on each ballot shall be identified and given one count for each appearance. If the count for any candidate at the end of the totaling is above the threshold, then that candidate is elected. No candidates need be elected in this count.
Ballot 1, Count N:
Each subsequent count shall be performed in the same manner, adding to the candidate totals, until all offices are filled or until the count number reaches N (the number of offices being filled).
Subsequent Ballots:
At the end of each ballot (given all offices are not filled) one candidate must withdraw. If no candidate wishes to withdraw, the candidate with the lowest vote total in Count N shall be eliminated from the candidate list. A new Threshold is calculated at the end of each ballot using the number of remaining offices (Nr) and the number of ballots cast in the same way as initially. No candidate need be elected in a ballot, so Nr may equal N. The subsequent ballots shall be performed the same as the first, starting with zero candidate totals using the new Threshold and performing counts up to Count Nr. This process shall be repeated until all offices are filled or some remain vacant. Vacancies can occur when either all candidates have been eliminated and therefore further ballots cannot be constructed, or NOTA is elected.
Should the election process result in one or more vacancies, the body may immediately hold another election, nominating candidates who were not defeated in the prior election. Otherwise, Article V, Section 4D applies.

Chair’s Report: Bob Johnston thanked Dave and René for hosting the picnic; he reports that we have 121 members including a total of $245/month pledgers; we have 16,621 registered voters as of 6/30/2016 and need 1% in the presidential race to maintain ballot access. The state extended the candidate filing deadline to August 1. We will have 7/8 House, the Senate seat, and Baltimore City candidates. It is not too early to think about the 2018 election; the Republicans usually cannot fill as many as 10 seats in the state legislature which gives us a two-party competition. Volunteers for helping the Johnson/Weld campaign should contact Bob – the election is in 100 days.
Vice-Chair’s Report: Eric Blitz is organizing counties as an ad-hoc committee of the state; leaders of each group will be a member of that committee. We have leaders in six counties so far and want to use the excitement of the election to bring in new people. Young Libertarians of Maryland is still operating.
James Lark, LNC regional rep: Dr. Lark is modeling his Liberalstene t-shirt from Norway. He thanks Scott Spencer for serving as an alternate for two terms, and Arvin Vohra who continues as the National Vice-Chair. The LNC had a meeting about two weeks ago; money is coming in faster now. The Johnson/Weld campaign has gotten lots of earned media for us. Took questions.
Candidates: Arvin Vohra, Matt Beers, and David Howser provided updates on their campaigns.

Chairman’s Report: Bob Johnston reports that we have 81 members and $240 in monthly pledges. We have 16,866 registered voters as of 1/31/2016, have doubled the Green Party registration, and are about halfway to the 1% threshold. We have six candidates on the ballot with two more to be voted on today. The Baltimore City Comptroller race is one-on-one.
Vice-Chairman’s Report: Eric Blitz reports that a lot of our legislative work comes from working with coalitions, including: the ACLU of Md.; Common Cause; and the Maryland, Delaware and DC Press Association. People in the legislature are giving us credit for wins. Many Marijuana bills, this probably will be a multi-year fight. Corporate tax reduction. Ballot access testimony is tomorrow, probably will not go forward this session. We are getting asked for support on various matters now, when we get Ballot Access legislation up for a vote we will ask for similar assistance.
Scott Spencer, LNC alternate rep. (Jim Lark away): new logo rolled out as in LP News, more polished and professional. A new contractor is working on affiliate support, creating templates for state party’s websites. An ad hoc committee was formed to take bids on rebuilding the LP website. We had ballot access in the most ever states – over 30 – out of the last election cycle. Oklahoma is looking good as is Illinois; we are likely to have at least 48 states if not 50. Some state chairs are reporting an upswing in membership, National is down.
Program Committee’s report: The committee recommended by a 6-1 vote to change the State Program bullet under Health Care to: “Promote a free market system that respects the freedom of individuals to control their own health care, end of life choices, medicines, treatments, and health insurance.” Passes unanimously on a voice vote.

Opening: The Libertarian State Central Committee of Maryland met at Stuart Simms’ home in Laurel, Maryland for a special meeting for the purpose of nominations. The meeting was called to order at 8:10 pm by Chairman Bob Johnston.
Attendance: the Credentials Committee validated that 18 Central Committee members were in attendance for the meeting. One proxy was represented. The Central Committee rolls consist of 29 members.
Nominations of Candidates for Office: Matthew Beers was nominated for the House of Representatives in the 1st Congressional District. Matthew made a brief presentation and took questions from the floor. The vote was unanimous in favor of the nomination, by voice vote.
The Chair, Robert Johnston, noted that the next Central Committee meeting will be held on January 9th and that a formal announcement would follow. He also stated that the annual convention would be held on March 12th at Squires and that two of the featured speakers would be Mary Ruwart and David Boaz.

Opening: The Libertarian State Central Committee of Maryland met on the grounds of Dave Sten’s home in North East, Maryland. The Treasurer’s report and proposed Constitutional amendments were distributed. The meeting was called to order at 4:36 pm by chairman Bob Johnston.
Attendance: the Credentials Committee consisted of: Robert Glaser; Mark Grannis; and Tony Spezio. It validated that 15 Central Committee members were in attendance for the meeting. No proxies were represented. The Central Committee rolls consist of 29 members.
Minutes: The minutes of the 14 March 2015 Central Committee meeting were accepted as submitted.
Treasurer’s report: there were some addition errors on the submitted report, approval was suspended until the next CC meeting.
Chair’s Report: Bob Johnston thanked Dave and René for hosting the picnic; he reports that we have 64 members; we have 15,935 registered voters as of 6/30/2015: that is 0.4%,we need 1%. We are on the ballot for 2016, need 1% in presidential election to retain status. We are working on legislation to change the 1% registration threshold to 10,000. In that regard, Eric Blitz notes that we need more people to write their state delegates and senators to get it to a vote. Bob thanks Eric for handling so much legislative activity. In next year’s election we will have openings for eight House, one Senate seat, and Baltimore City candidates. Delegates Robin Grammer and David Moon spoke with our group in forums last Thursday and a month ago, respectively.

The Investigating Committee of Eric Blitz, Bob Johnston, Stuart Simms, Dean Ahmad, and Robert Glaser met on the grounds of Dave Sten’s home in North East, Maryland on August 8, 2015 at 6:32 pm.
Proposals 1 and 2: The committee was in favor solely because it is the language and methods detailed in Maryland law.
Proposal 4: three members are in favor and one opposed.

Minority report on Proposal 4:
This proposal should be defeated because it centralized power in the party, it and undermines the fabric of the party that has served us well for the over three decades that it has been in effect.
Under the current structure, any member of the state central committee is simultaneously a member of the local committee unless the local membership chooses not to organize. The proposal states the power to organize away from the local central committee members and akes local committee membership (should there be any), non-synonymous. It would have the following undesirable effects: It would be harder to form local central committees and it would make them financially dependent on the state party. Requiring people who have already been aproved as state central committee members from locality to again be approved as a local central committee by a majority of state central committee is not ony bureaucratic, it is insulting. As to forbidding local committees for having their own dues, it should be no more acceptable than woud be a similar rule by the national LP prohibiting the state parties from having their own dues and mandating that they depend upon the national party for their finances.

Opening: The Libertarian State Central Committee of Maryland met at Squire’s Restaurant in Dundalk, Maryland. The meeting was called to order at 3:36 pm by chairman Bob Johnston.

Treasurer’s report: was accepted as submitted
Chair’s Report: Bob Johnston reports that we have 72 members; we have 15,324 registered voters as of 2/28/2015. We are the only party that has been growing in the last two years. July 1st is the filing deadline for 2016 candidates, has some potential candidates now. The National Convention is the last week in May 2016, we will have about 21 delegates. The candidates present who ran in 2015 spoke briefly: Shawn Quinn, Leo Dymowski Scott Soffen.
Vice-Chair’s Report: Eric Blitz reports that we are working with Delegate David Moon on a ballot access bill to change the current 1% registration requirement to 10,000. We don’t know whether it will get out of committee this year, but are cautiously optimistic. We are collaborating with other groups on marijuana bills: legalization, decriminalization fix bill, expungement.
Jim Lark, LNC rep: commends our progress; we are seeing a membership drop nationally and statewide even though we had many fine candidates; is concerned, though might not be a significant problem. In 2015 trying to ramp up outreach efforts. Doesn’t know of any new presidential candidates for 2016.
Program Committee’s report: the Program Committee recommended no changes to the State Program.
Officer Elections: the following were nominated as officers: Robert S. Johnston III, Mark Grannis, Michael Linder, Robert Glaser, Eric Blitz, Stuart Simms, Tim Sutton. As there were no more than seven nominations and there were no objections, the nominations were voted upon as a slate; a unanimous voice vote approved the slate.

Bob thanks Mark Grannis for website and Facebook work; Eric Blitz who has been on the road on the marijuana legislation campaign; and Scott Spencer for serving as alternate.

New website: Mark Grannis described the new LPmaryland.org website. We have 578 likes on Facebook.
Chair’s Report: The MdLP joined the Marijuana Policy Coalition of Maryland (MarijuanaPolicyinMd.org) group. The SB1032 ballot access bill in the General Assembly to lower the 1% threshold to 10,000 registered voters for state recognition is dead this year, but will continue with renewed effort next year. Bob Johnston reports that we have 83 members; we have 13,549 registered voters as of 3/31/2014.
Program Committee’s report: the Program Committee made 13 recommendations (see attachment). Votes: 1-4, 7-11, 13=passes unanimously on a voice vote; 5=passes on a voice vote; 6=passes 11 to 8; 12=passes 9 to 7.
Candidate Nominations: Leo Dymowski for Attorney General; issues are Drug War and 2nd amendment; approved on a voice vote. Leo Martin for Garret County Commissioner district 1; approved on a voice vote.

Treasurer’s report: Michael Linder reported that there is little change in the treasury since the picnic meeting; we have about $600 in the federal and $3600 in the general accounts. The report was accepted.
Chair’s Report: Bob Johnston thanks the Simms for hosting the meeting; reports that we have 82 members to date and 12,836 registered voters – up 50% in three years. The LPVA gubernatorial candidate got 6.5% and lots of attention. Maryland candidates must file intent papers at the BoE by 2/25/2014 to run next year.
Scott Spencer/Arvin Vohra, LNC/alternate reps: no meeting since our picnic meeting, not a lot of action. Next meeting is first weekend in December in Dallas.
Nominations of Candidates for Statewide Office: Shawn Quinn was nominated for Governor and Lorenzo Gaztañaga was nominated for Lt. Governor. They both spoke. It was agreed to nominate the two offices as a slate. The ticket was approved unanimously by voice vote.
Scott Soffen for U.S. House 7: said this time he would be more than a paper candidate; goal is to promote the LP. Vote: 11 FOR, 6 NAY; nominated.
Arvin Vohra for U.S. House 4: The nomination was approved unanimously by voice vote.
Announcements: Eric Blitz noted that there is an open volunteer working group for campaigns; either the group will work together or send volunteers to the campaigns. He also anticipated a bigger Program Committee meeting next year, contact him to participate. Robert Glaser has forms with him for MdLP license plates, and MdLP caps for sale.
